If such nuisance is not completely abated as directed by the owner within said thirty-day period then the City Council may direct the City Administrator or designee to cause the same to be abated by City forces or private contract and the Administrative Officer, City Administrator or designee is expressly authorized to enter upon said premises for such purposes.

(1) 
If, in the opinion of the City Administrator or designee there exists. condition on any property, building or structure thereon that creates an immediate and imminent hazard and danger to the public health, safety or welfare, which if not abated, would, during the time period of the abatement procedures set forth in this Article, subject the public to potential harm of a serious nature, it shall be the duty of said Director to insure the timely correction of any and all such conditions. The same may be abated by the City forthwith without compliance with the provisions of this Article.
(2) 
The cost of summary abatement including all administrative costs of any action taken hereunder may be assessed against the subject property as a lien or made a personal obligation of the owner as provided in this Article, unless upon appeal the Construction Appeals Boards finds that such an assessment would no be fair under the circumstances presented to it.
