No person, other than a public officer, or person having secured a permit so to do, shall wear or carry concealed on or about his or her person, any pistol, dirk or other dangerous weapon or deadly weapon.

The ordinary penknife, pocketknife or toilet shears are not deemed dangerous or deadly weapons within the provisions of this chapter.

The Police Chief is authorized to grant a written permit to any peaceable person, when in his or her judgment he or she may deem it necessary, for such person to carry concealed weapons for his or her own protection.

It shall be deemed a public nuisance for any person, other than a public officer, or person having secured a permit to do so, to wear or carry concealed on or about his or her person, any pistol, dirk or other dangerous weapon or deadly weapon.
