The following words and phrases when used in this title shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.

Whenever any words or phrases used herein are not defined, but are defined in the Vehicle Code of the state and amendments thereto, such definitions shall apply.

"Attendant"
shall mean any person collecting parking charges for parking in City off-street parking lots.

"Coach"
means any motor bus, motor coach, trackless trolley or passenger stage used as a common carrier of passengers.

"Council"
means the Council of the City of Huntington Beach.

"Curb"
means the lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

The Director of Community Services shall be responsible for administering the on-street parking meter zones and the off-street City parking lots.

"Divisional island"
means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

"Loading zone"
means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

Whenever certain hours are named herein, they shall mean standard time or daylight saving time as may be in current use in this City.

"Off-street City pay parking lots"
shall mean any leased parking lot, structure, facility or area located outside of the public right-of-way that the City operates pursuant to Chapter 10.50 for paid parking of vehicles, regardless of the method of payment, including, but not limited to, parking attendants, meters, or otherwise.

"Off-street City non-pay parking lots"
shall mean any City owned or leased parking lot, structure, facility or area located outside of the public right-of-way, and maintained or operated by the City for non-pay parking of vehicles. The non-pay parking lots the City owns are typically associated with City-owned buildings, including, but not limited to: City Hall, the Public Works Yard, the Central, Main Street and Banning Street Libraries, the Water Department, and all the City Parks, with the exception of Huntington Central Park Sports Complex.

"Off-street City parking lots"
shall mean and include both off-street City pay parking lots and off-street City non-pay parking lots.

"On-street parking meter zones"
shall mean the on-street parking meter zones established at Chapter 10.60 of this Code.

"Peak season"
shall mean from 6:00 a.m. the Saturday before Memorial Day through 12:00 a.m. the day after Labor Day.

"Parking meter"
shall mean any single-space parking meter, multiple space parking meter, pay station, or any other equipment installed by the Director of Community Services for the collection of payment to park in any designated metered parking space either in any off-street City pay parking lot or any on-street parking meter zone.

"Parkway"
means that portion of a street other than a roadway or a sidewalk.

"Passenger loading zone"
means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading and unloading of passengers.

"Pedestrian"
means any person afoot.

"Police officer"
means every officer of the Police Department of this City or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

"Residential district"
is an area that is primarily used as the location for single family and multiple family dwellings. In determining whether a street is within a residential district, any street or portion of a street abutting single or multiple family dwellings, except those streets and portions of streets designated as "truck routes" per Section 10.24.010 of this Code, shall be considered within a residential district.

"Stop,"
when required, means complete cessation of vehicular movement.
