The mayor and designated representatives, with the approval of the council, are authorized to adopt and establish uniform personnel policies and procedures in the recruitment, promotion, working hours, compensation, retirement, sick leave, vacations and other employee benefits and to adopt and establish uniform rules and regulations applicable to all city employees.

The mayor of the city is vested with jurisdiction in those matters specified in this section within one-half mile of the corporate limits of the city, pursuant to the authority provided in Section 15-3-202(b)(ii), Wyoming Statutes 1977, as amended. Specifically, the mayor of the city is vested with jurisdiction over:
A. 
All matters related to water, wastewater and sewer, except for the provisions of Sections 13.20.550 through 13.20.580, inclusive;
B. 
All provisions of Titles 17 and 18 of this code, in the half-mile area surrounding the perimeter of the corporate city limits of the Central Wyoming Regional Airport, the legal description of such corporate city limits of the airport being more fully described and illustrated on that certain map and attachment, designated in Ordinance 99-07 as Exhibit A and made a part of this section by reference; and
C. 
Police power to enforce provisions of state criminal statutes, and to enforce all provisions of city ordinances set forth in subsections A and B of this section.

A. 
The salary for the mayor is $692.31 each employee pay period (26 payments each year). Payment shall be made to the mayor in accordance with the distribution of paychecks being distributed to the employees at the same prescribed times of the month. Nothing contained in this section shall operate to increase or diminish the salary of the mayor whose term of office commenced prior to the effective date of the ordinance codified in this chapter.
B. 
The salary for each council person regularly attending public council meetings is $500 each month. Payment shall be made to each council person on a monthly basis in accordance with the distribution of paychecks being distributed to the employees at the same prescribed time of the month. Nothing contained in this section shall operate to increase or diminish the salary of councilmembers whose term of office commenced prior to the effective date of the ordinance codified in this chapter.

The governing body, by majority vote, shall appoint the offices of city administrator, attorney, and judge.
All other citizen committee appointments and removals shall be made by the mayor with the consent of the governing body, unless consent is not required by a separate ordinance. The mayor has the power to remove any officer appointed under W.S. 15-1-101 through 15-10-117 for incompetency or neglect of duty.

The mayor shall:
A. 
Preside at all meetings of the governing body, and in his or her absence a councilmember shall be appointed to act as mayor pro tem;
B. 
In conjunction with the city council, have superintending control of all affairs of the city through the city administrator;
C. 
Take care that the ordinances and laws are complied with;
D. 
Administer oaths;
E. 
Sign commissions and appointments and all bonds, contracts and other obligations required to be signed in the name of the city; and
F. 
Have one vote on all matters coming before the governing body upon which a vote is taken, except for a vote:
1. 
To override a veto;
2. 
To confirm an appointment other than a vote to break a tie vote of the governing body; and
3. 
Pursuant to a hearing for removal or discharge as provided in W.S. 15-2-102(b)(iv)(C) or 15-3-204(b)(iv)(C).
