A. 
It is unlawful for any person under the age of 21 years to frequent, visit or be found loitering in or about any barroom, saloon, disorderly house or house of ill fame in the city, at any time of the day or night.
B. 
Any owner or person in control, or any manager of any barroom, saloon, disorderly house or house of ill fame who shall permit or otherwise suffer any minor or other person under the age of 21 years to frequent, visit or loiter in or about his or her place of business shall be deemed guilty of a misdemeanor.

A. 
It is unlawful for any person under the age of 18 years to be or remain in or upon any of the streets, alleys or public places in the city at night after the hours of twelve midnight until six a.m. unless such person is accompanied by a parent, guardian or other person having legal custody of such minor, or unless such minor is in the performance of an errand or duty directed by such parent, guardian or other person having the care and custody of the minor, or unless the minor's employment makes it necessary to be upon the streets, alleys or other places during the nighttime after such specified hours.

It is unlawful for any person, having legal care and custody of any child under 18 years of age to allow or permit such child to violate this section.
D. 
No child or minor person arrested under the provisions of this section shall be placed in confinement until his or her parent or guardian shall have been notified or a reasonable attempt made to contact them of such an arrest.

A. 
No person under the age of 21 years shall:
1. 
Purchase tobacco products;
2. 
Misrepresent his or her identity or age, or use any false or altered identification for the purpose of purchasing tobacco products; or
3. 
Possess or use any tobacco product or "vaping" device that involves inhaling vapors or fumes, regardless of the substance being inhaled.
B. 
Any person who violates any provision of subsection A of this section is guilty of a misdemeanor, and shall be subject to RMC 1.20 "General Penalty." Any person charged with a violation of subsection A must appear in court with a parent or legal guardian.
C. 
It is an affirmative defense to a prosecution for a violation of subsection (A)(3) of this section, that the person possessed or used the tobacco product in the home of, or under the direct supervision of, his or her parent or guardian.
D. 
For the purpose of this section, "tobacco products" means any substance containing tobacco leaf or nicotine, regardless of origin, including, without limitation, cigarettes, cigars, pipe tobacco, snuff, chewing tobacco or dipping tobacco. Vaping devices, including electronic cigarettes, regardless of the substance intended for inhalation, are included as violations of this section.
