The established grades for the streets and sidewalks of the city shall be in accordance with the grades and elevations as established by the public works director.

All property owners or lessees of lots adjoining streets and sidewalks are required to conform to the grades established in the preceding section.

A.
The locations of streets and thoroughfares of the city is designated on a map entitled master street plan, consisting of two pages, and is adopted.
B.
The official master street plan shall be kept up to date by the city, and copies of the plan shall be available for public inspection and use at the offices of the public works director and city clerk.
