Qualifications. Each member of the commission shall be a legal resident within the city at the time of his or her appointment and during his or her tenure in office. No member of the commission shall be a member of the city council.
Term of Office—Vacancies. The term of office for the commissioners shall be two years. All applications received for the vacancies will be screened for qualifications and the city council shall select the members, by consensus, from the qualified individuals, which will also include incumbents. Each vacancy in the office of commissioner shall be filled in the same manner for unexpired portion of the term. The current term of all five members of the commission shall expire on December 31 of every evennumbered year.
Organization. Immediately upon its appointment and taking office and annually at its first regular meeting after January 1 of each year, the commission shall elect a chair and vice chair from among its members.
Rules and Regulations. The commission shall adopt rules for the transaction of its business and shall keep a public record of its resolutions, transactions, findings and determinations.
Compensation. Any compensation of the commissioners shall be fixed by resolution of the city council. The commissioners may be reimbursed for their valid expenses incurred on official city business.
The parks and recreation commission shall hold regular meetings at such time and place as may be designated from time to time by resolution of the commission.

The parks and recreation commission shall perform such duties and functions as may be conferred upon it from time to time by the city council.
