There is created an Equity Steering Committee (ESC) whose duties
and responsibilities will be as follows:
A. Provide
policy advice to the City Council on equity and diversity matters
and support and advise the City's equity program.
B. Advise
City staff on the creation of, and assess the implementation of, the
Diversity, Equity, and Inclusion Strategic Plan.
C. Advise
City staff and consultants on the creation of an equity lens for City
services and programs.
D. Provide
input to the City administration on current programs and systems to
address diversity, equity, and inclusion issues.
E. Recommend
short- and long-term strategies and practices to correct institutional
inequities.
F. Seek
regular feedback from staff, officials, and community members to inform
decision making and highlight opportunities for improvement. Examples
include early budget discussions and community engagement assessments.
G. Work
cooperatively with other community groups and resources, including,
but not limited to, neighborhood district associations, boards and
committees, the North Clackamas School District, the North Clackamas
Parks and Recreation District, and other groups already existing or
to be established, to promote equity in Milwaukie.

The Committee will consist of up to 11 members appointed by
the Mayor with the consent of the City Council. The majority of members
appointed to the committee will be residents of the city. The committee
will be comprised of members that represent a diverse range of individual
characteristics, including, but not limited to, ethnicity, cultural
heritage, religious affiliation or lack thereof, gender, gender expression,
sexual orientation, and physical, mental, or cognitive disability
status.

Up to six members of the initially appointed Committee will
serve a two year term and up to five members will serve a one-year
term. At the expiration of the initial terms, each position will serve
a two year term. No member will serve more than three consecutive
terms on the Committee.
