A reserve police force is hereby created.

The reserve police force shall be a volunteer organization,
separate and distinct from the city police department, and the reserve
police force is specifically excluded from the city civil service
or personnel system. The compensation, if any, for members of the
reserve police force shall be fixed by the city council by resolution.

The members of the reserve police force shall be appointed by
the city manager. No person shall be deemed a member of the reserve
police force until he or she has been registered as such in a roster
to be kept by the chief of police, and until he or she has taken his
or her oath that he or she will observe and obey the Constitution
of the United States, the Constitution of this state, and the laws
of this nation, this state and this city, and that he or she will
carry out the duties of a member of the reserve police force of this
city to the best of his or her ability.

The police chief shall have complete authority, control and
command, subject to the provisions of this chapter, over the reserve
police force. He shall provide for the training of candidates for
membership, and for the further training of members.

The duties of the reserve police force shall be to assist the
regular members of the police department and to carry out assignments
that the police chief may prescribe in the enforcement of the law
and maintenance of peace and order. The members of the reserve police
force shall be guided in the performance of their duties by rules
and regulations promulgated by the police chief.

An identification card and such other insignia or evidence of
identity as may be prescribed by the rules and regulations to govern
the reserve police force shall be issued to each member, who must
carry the card and other identification at all times while on duty,
and he or she must surrender them upon the termination of his membership.

The membership of any person may be terminated by the city manager
at any time, and any member may resign from the reserve police force
at any time, but it shall be his or her duty to notify the city manager
of his resignation.

In addition to the penalties provided by law, any violation
of law under color of the performance of his or her duties as a member
of the reserve police force, and any breach of the rules and regulations
established by the city council or the chief of police shall subject
any member to summary expulsion and the fact thereof may be published
at the order of the city manager.

No person shall wear, carry or display a reserve police force
identification card or insignia or otherwise deceitfully represent
him or herself to be connected with the reserve police force, unless
he in fact is a member thereof.
