A reserve fire force is hereby created.

The reserve fire force shall be a volunteer organization, separate and distinct from the city fire department, and the reserve fire force is specifically excluded from the city civil service or personnel system. The compensation if any, for members of the reserve fire force shall be fixed by the city council by resolution.

The members of the reserve fire force shall be appointed by the city manager. No person shall be deemed a member of the reserve fire force until he or she has been registered as such in a roster to be kept by the fire chief, and until he has taken his oath that he or she will observe and obey the Constitution of the United States, the Constitution of this state, and the laws of this nation, this state and this city and that he or she will carry out the duties of a member of the reserve fire force of this city to the best of his or her ability.

The fire chief shall have complete authority, control and command, subject to the provisions of this chapter, over the reserve fire force. He or she shall provide for the training of candidates for membership, and for the further training of members.

The duties of the reserve fire force shall be to assist the regular members of the fire department and to carry out assignments that the fire chief may prescribe in the protection of life and property from fire. The members of the reserve fire force shall be guided in the performance of their duties by rules and regulations promulgated by the fire chief.

An identification card and such other insignia or evidence of identity as may be prescribed by the rules and regulations to govern the reserve fire force shall be issued to each member, who must carry the card and other identification at all times while on duty, and he must surrender them upon the termination of his membership.

The membership of any person may be terminated by the city manager at any time, and any member may resign from the reserve fire force at any time, but it shall be his duty to notify the city manager of his resignation.

No member of the reserve fire force shall break into or otherwise forcibly enter upon any private property or enter the dwelling or habitation of another without the consent of the owner or occupant, except when immediately accompanied by a regular member of the city police or fire department who then and there requests his or her aid in the enforcement of the law.

In addition to the penalties provided by law, any violation of law under color of the performance of his or her duties as a member of the reserve fire force, and any breach of the rules and regulations established by the city council or the fire chief shall subject any member to summary expulsion and the fact thereof may be published at the order of the city manager.

No person shall wear, carry or display an auxiliary fire force identification card or insignia or otherwise deceitfully represent him or herself to be connected with the auxiliary fire force, unless he or she is in fact a member thereof.
