A traffic commission is created in accordance with Chapter
2.82.

The commission shall adopt rules and regulations to govern its
proceedings and the election of its officers. The commission shall
set a time and place for regular meetings, which shall be held at
least once every month.

(a) The
duty of the commission will be to review request for changes in traffic
control conditions as submitted by the city engineer. The city engineer
who will maintain the files and records of the commission. The actions
taken by the commission will be reflected in written recommendations
to the city engineer, with copies to the city manager. Implementation
may be accomplished by the city council in accordance with applicable
law including, without limitation, this code.
(b) The
commission may also make recommendations to the city council for amendments
to this code to which may ease traffic congestion and help facilitate
transportation throughout the city.

The Traffic Planning Manual published by the State Division
of Highways shall be the guide to professional engineering practices
used by the commission; however, where extraordinary or peculiar circumstances
exist, the commission may vary the standards set forth in the manual
so as to produce the best possible solution to serve local conditions.
