All checks and all warrants and the vouchers therefor of the
city, and all official checks of the officers of the city, which shall
be in possession of the director of finance thereof shall be preserved
as required by state law.

All records of the water department of the city, except its
ledgers, shall be preserved for a period of five years from the making
thereof and shall thereafter, between the first and thirtieth days
of July, be destroyed, unless otherwise ordered in specific instances
by resolution of the city council. All ledgers of the water department
shall be perpetually preserved.

The books and accounts of the city shall be audited by a registered
and licensed public accountant at least once a year, and the cost
and expense thereof shall be paid from the general fund of the city.
