A service charge, the amount of which shall be determined in
a city council resolution, shall be paid to the city by the issuer
or endorser of any check or other instrument who gives it to the city
in full or partial payment of any fee or charge if that check or instrument
is returned to the city without payment having been made thereon because
such check or instrument was dishonored.
