Subject to the particular additions, deletions and amendments
set forth in this chapter, the rules, regulations, provisions and
conditions set forth in that certain code entitled "Public Health
Code (Ordinance No. 7583)" including amendments thereto by Ordinances
7616, 7674, 8095, 8200, 8284, 8425, 8588, 8614, 9375, 9565, 10075,
10238, 10624 and 10728, promulgated, adopted and published by the
county of Los Angeles, including the appendix "Rules and Regulations"
attached thereto, three full printed copies of which, printed as a
code in book form, were by the city council ordered filed and which
are on file in the office of the city clerk, and which as so on file
are hereby referred to and by this reference expressly incorporated
herein and made a part hereof as fully and for all intents and purposes
as though set forth herein at length, are hereby established and adopted
as the rules, regulations, provisions and conditions to be observed
and followed in matters of public health, sanitation and public institutions
in the city. Subject to said additions, deletions and amendments set
forth in this chapter, said code with said "Rules and Regulations"
appendix, containing said rules, regulations, standards, provisions
and conditions, is hereby established and adopted and the same shall
be designated, known and referred to as the "Public Health Code" of
and for the city.

The following sections of the Public Health Code are hereby
repealed: Section 601, Section 603, and Section 608.

In the event any section of the Public Health Code shall be
in conflict with any other part of the municipal code heretofore adopted,
the latter shall be interpreted as the controlling section.

Section 555 of the Los Angeles Public Health Code is hereby
amended to read as follows:
SECTION 555. WADING POOL—ADULT SUPERVISIONS. (8588, eff.
5-8-64). Every person maintaining a wading pool which is open to the
public shall supply constant supervision at all times when such wading
pool is open to the public, by an adult or person 16 years or older
who is credentialed by the American Red Cross as a qualified Junior
Life Saver.

Section 113 is hereby added to the Los Angeles Public Health
Code to read as follows:
SECTION 113. Any person dissatisfied with any decision or order
of the Health Officer, under the provisions of this Code, may appeal
said decision or order, within five days after the effective date
of such decision or order, to the City Council. The decision of the
City Council with respect thereto shall be final.
