That certain document entitled "Standard Specifications for
Public Works Construction," current edition, published by Building
News, Inc., with all amendments and supplements thereto, "Standard
Plans for Public Works Construction," current edition, published by
Building News, Inc., with all amendments and supplements thereto,
the "Los Angeles County Public Works' Standard Specifications and
Standard Plans," current edition, and as may be amended from time
to time, "City of Monterey Park Water Standards," current edition,
as may be amended from time to time, and the "State of California
Traffic Manual," current edition, and as may be amended from time
to time, "State of California Standard Plans and Specifications,"
current edition, and as may be amended from time to time, copies of
which are on file in the office of the city engineer, are adopted
as the standard specifications of the city for the construction, maintenance
and repair of streets, pavements, curb, sidewalk, gutters, drainage
structures, bridges, traffic signals, streetlights and water facilities
and the like which shall be constructed, maintained and repaired in
accordance with the said standard specifications and the directions,
provisions and requirements therein set forth and contained and as
approved by the city engineer.

The city engineer may modify, vary, or increase the said standard
specifications relating to the surfacing and subsurfacing of the streets,
the thickness of the surface, the composition of the aggregate and
the quantity of oil required, when, because of the grade or the texture
of the soil or of the surfacing or subsurfacing materials, such modification,
variation or increase is required in order to secure a surface and
subsurface that will withstand the wear and traffic anticipated.

Whenever required by the city engineer, soil tests shall be
provided by the subdivider at his or her own expense. Recognized testing
laboratories or agencies shall be used exclusively for such tests
and shall be made as directed by the city engineer. The depth and
classifications of subgrade materials shall be determined from such
tests.

No street construction plan shall be accepted by the city unless
the following data is included:
(1)
A centerline profile;
(2)
Grade elevations delineated upon each curb line and centerline profile
at every station;
(3)
Grade elevations delineated upon both plan and profile at every break
in grade;
(4)
Gutter grade elevations delineated upon the plan at every break in
grade and at the beginning and end of every curb return;
(5)
Cement concrete cross-gutters indicated upon the plan wherever stormwater
is carried across any street or alley, except where such cross-gutter
shall be eliminated with the written consent of the city engineer;
(6)
A sufficient number of sections delineated and properly dimensioned
upon the plan, as to show the true configuration of the street. Such
sections shall appear upon the sheet or plan showing departure from
a standard section as shall clarify the street configuration. Station
limits shall be shown upon each such section.

A charge shall be made for the checking of all street and sewer
construction plans by the city engineer or designated assistant in
the amount set forth in the Subdivision Map Act regulations of the
city.

The datum plane from which the elevations shall be measured
and calculated for the grades of the streets and for other purposes
in the city, is fixed and established as 380.696 feet below a two-inch
brass pipe cap in a cement monument at the northwest corner of Garvey
Avenue and Garfield Avenue in the city, which brass pipe cap is hereby
fixed as a permanent bench mark.

The curb lines of the public streets of the city are fixed and
established as parallel with a distance of one sixth the width of
such streets from the exterior lines thereof on each side thereof,
unless otherwise designated by the city council, and the face of the
curb nearest the center of such streets shall conform to the curb
line as hereby fixed and established.

The sidewalks (including parking) of the public streets of the
city are fixed and established as being that portion of such streets
lying between the exterior lines of such streets and the curb lines
thereof.

No curbs shall be cut or constructed and no sidewalks or gutters
or aprons to driveways shall be constructed along any of the streets
in the city unless a permit has first been secured therefor from the
public works director, or designee.

When any such permit is granted, the city engineer shall thereupon
issue a written permit therefor and shall, at the time of the issuance
of such permit, charge and collect a permit and inspection fee as
established by the city council and adopted by resolution.

There shall be filed in the office of the city engineer, if
there be such an office and, if not, then in the office of the city
clerk, the original of all field notes, all original maps and plans
and profiles of streets and of street and other public improvements
pertaining to, based upon or resulting from any and all surveys made
in the city for and on behalf of the city.

No permit shall be issued for any work to be performed pursuant to this chapter, unless and until the applicant shall post and maintain with the city a policy of public liability and property damage insurance as prescribed in Section 13.12.040.
