The city council does establish the parks and recreation commission, and the planning commission, and is authorized to establish other commissions as required by state law or as deemed necessary.

Every commission shall have a specific statement of duties, responsibilities and functions which shall be reexamined periodically to determine its effectiveness.
The size and number of members of each commission shall be determined by the city council and the membership of each commission shall be related to the duties, responsibilities and functions of such commission.

Members of all commissions shall be appointed by the mayor with the approval of a majority of the members of the city council.
At the first city council meeting in January of each year, the mayor shall endeavor to appoint members to commissions and committees, to fill vacancies caused by the regular expiration of terms of membership. All such appointments shall be approved by a majority of the members of the city council.
Vacancies occurring due to resignation or other cause, shall be noticed as required by state law and appointment made by the mayor at the earliest date possible. All such appointments shall be approved by a majority of the members of the city council.
All vacancies shall be advertised so that any interested citizen may apply. City residency shall be required for all commission members and shall be confirmed by each applicant and each member under penalty of perjury. The city may require a member to confirm his or her residency throughout the member's term.

Terms of commission members shall be four years. Upon expiration of a member's term, the member shall, however, continue to serve until his or her replacement is appointed in accordance with Section 2.20.030. Upon the expiration of the first term of any member, the mayor with the approval of a majority of the members of the council may reappoint such member; however, in no event shall any one member serve more than two consecutive terms on any one commission, exclusive of appointments to fill unexpired terms.
No individual, having served the maximum allowable number of terms, on a commission, may be reappointed to that commission, for at least one year from the last date served.
No individual may serve on more than one commission at any one time. This shall not preclude any member of a commission from also serving on a special ad hoc committee established by the city council for a specific purpose.
Members serve at the pleasure of the city council and may be removed for cause or no-cause. Members may be removed by the city council for cause for various reasons, including three consecutive absences or a member attends less than 30% of the meetings held over a 12 month period, unless extenuating circumstances apply and are noted for the record.

Each commission shall annually elect a chair and vice-chair from among its members.
All meetings of commissions are open to the public in accordance with the public meeting laws of the state of California.
The number of meetings, dates and times, related to business needs of the commission, may be set by each commission. Notices of all meetings, including date, time, place and subjects to be discussed, shall be published or posted in accordance with the public meeting laws of the state of California.
Minutes of all meetings shall be kept in accordance with the public meeting laws of the state of California.
