It is unlawful for the driver of a vehicle to drive within any sidewalk area or any parkway except at a permanent or temporary driveway.

No person shall walk over, ride or drive any animal or any vehicle over or across any newly-made pavement or freshly-painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking or when a sign is in place stating that the street, or any portion thereof, is closed.

No person shall operate any train or train of cars, or permit the same to remain standing, so as to block the movement of traffic upon any street for a period of time longer than five minutes.

Any operator or owner of the vehicle who has violated any of the provisions of this chapter has committed an infraction and shall be subject to a fine for such violation. The fines shall be established by resolution of the city council.

Except as otherwise set forth in Section 10.44.040, any person who shall violate any of the provisions of this chapter shall be guilty of an infraction and shall be punishable as provided in subsection (b) of Section 36900 of the California Government Code.
