In October of each year, the Board shall elect a Chair, Vice Chair and Clerk. All officers shall be regular members of the Board.
A. 
The Chair shall preside at all meetings and hearings and shall vote and be recorded on all matters coming before the Board. The Chair shall decide all points of order, unless overruled by a majority of the Board in session at the time and shall appoint such committees as may be found necessary or desirable.
B. 
In addition to powers granted by general laws and local bylaws, and subject to these regulations and further instructions of the Board, the Chair shall transact the official business of the Board, supervise the work of the Clerk, request necessary help, direct the work of all subordinates and exercise general supervisory power over the Board. The Chair shall at each meeting report on all official transactions that have not otherwise come to the attention of the Board.
The Vice Chair shall act as Chair in the event the Chair is absent, disabled or otherwise unable to perform the duties.
A. 
Subject to the direction of the Board and the Chair, the Clerk shall supervise all of the clerical work of the Board, including all correspondence of the Board, and sending of all notices required by law and the rules and orders of the Board, receive and scrutinize all applications for compliance with the rules of the Board, keep dockets and minutes of the Board's proceedings, compile all required records and maintain necessary files and indexes.
B. 
The Clerk shall act as Chair in the event the Chair and Vice Chair are absent, disabled or otherwise unable to perform the duties.
C. 
The Town may appoint an Administrative Clerk to assist the Board and Clerk. The Administrative Clerk will not be a voting member of the Board.
A. 
The Chair shall designate an associate member to sit on the Board in case of the absence, inability to act or conflict of interest on the part of any Board member.
B. 
A nonvoting associate member will be designated to attend each meeting.
C. 
On meetings devoted to procedural matters associate members shall have a vote.
A. 
The Board shall meet on the second Thursday of each month and fourth Thursday of each month except in the case of when a legal or faith holiday falls on a prescribed meeting date, and in November and December. The Board may alter this schedule by vote of the Board. Further, the Chair may cancel a regularly scheduled meeting where there is insufficient business to justify the meeting.
B. 
Additional meetings of the Board shall be held at the call of the Chair or upon the request of at least three members or associate members of the Board.
