The Council Chambers of the City Council of the City of West Hollywood shall be located at West Hollywood Park Public Meeting Room, 625 North San Vicente Boulevard, West Hollywood, California.

The primary offices of all city agencies, departments, officers and employees of the city shall be located at 8300 Santa Monica Boulevard, West Hollywood, California, 90069-4314. The city may have satellite offices that are not generally open to the public. The location of the city offices may be changed by resolution of the City Council or by amendment of this section.

a. 
Hours Open for Business – Generally. City offices of the City of West Hollywood shall be open to the public for business from 8:00 a.m. to 6:00 p.m., Monday through Thursday of each week, and 8:00 a.m. to 5:00 p.m. every Friday, except the holidays designated in subsection (b) of this section.
b. 
Hours Open for Business – Holidays. The holidays in the City of West Hollywood are:
1. 
New Year's Day, January 1st.
2. 
Martin Luther King's Birthday, the third Monday in January.
3. 
President's Day, the third Monday in February.
4. 
Cesar E. Chavez Day, the last Monday in March.
5. 
Memorial Day, the last Monday in May.
6. 
Juneteenth, June 19th.
7. 
Independence Day, July 4th.
8. 
Labor Day, the first Monday in September.
9. 
Veterans' Day, November 11th.
10. 
Thanksgiving Day, the fourth Thursday in November.
11. 
The Friday following Thanksgiving Day.
12. 
Christmas, providing that with respect to Christmas only, city employees may choose to work on Christmas or to not work and use personal leave time.
If January 1st, July 4th, or November 11th falls upon a Sunday, the Monday following is a holiday, or if any of such dates fall on a Saturday, the Friday preceding is a holiday.

Regular meetings of the West Hollywood City Council shall be held in the Council Chambers on the first and third Mondays of each month at the hour of 6:00 p.m. or, if such day is a holiday, then the meeting scheduled on such day shall be held on the next succeeding day which is not a holiday.
Only closed sessions and study sessions may be held between 5:30 p.m. and 6:00 p.m. unless a regular meeting is adjourned to or a special meeting called for that time. No closed session or study session will be held during that half hour unless the posted agenda of that evening's regular meeting indicates that such session will take place; in the absence of such notification in the agenda, the regular meeting shall commence at the hour of 6:00 p.m.

a. 
Compensation for City Council. Each member of the City Council shall receive a stipend, the amount of which shall be determined by the schedule set forth in Section 36516 of the Government Code of the State of California, as amended, and this section. Such stipend shall be payable at the same time and in the same manner as salaries are paid to other officers and employees of the city.
b. 
Amount of Compensation. In accordance with Section 36516 of the Government Code of the State of California, the amount of monthly compensation for each member of the City Council established in this Section 2.08.070(b) shall be $1,568. Council members also receive allowances of $150 per month to cover telephone and internet expenses and $100 per month for miscellaneous office and transportation expenses. In addition, they receive medical contributions and other health and welfare benefits, such as life and disability insurance, and reimbursements for actual and necessary expenses incurred in the performance of official duties as prescribed in state law and city policies.
c. 
Adjustment to Compensation. Adjustments to the amount of monthly City Council compensation may be considered from time to time, and shall at a minimum be considered concurrently with negotiations with the city's primary employee bargaining union regarding renewal of the memoranda of understanding.

No person shall serve more than three terms of office as a member of the City Council. For the purpose of this section, a "term" shall include service for any portion of a term, whether elected or appointed.
