The City Council shall review the provisions of this title annually,
and at any other time deemed appropriate, in order to consider the
following:
a.
Whether
rent control for rental units continues to be necessary to protect
the public health, safety, and welfare;
b.
Whether
the implementation of the provisions of this title have been adequate;
and
c.
Whether
the provisions of this title should be amended to provide more effective
regulation or to avoid unnecessary hardship.
