A planning commission for the city of La Cañada Flintridge is established with membership, powers and duties as provided herein and by the statutes of the state of California.

The planning commission shall consist of five members, who shall be appointed in the manner hereinafter provided:
A. 
The term of office of the members shall be established by resolution of the city council.
B. 
All appointments shall be for a term of four years, or until their successors are appointed, unless terminated earlier as provided in this chapter.
C. 
Where vacancies on the planning commission arise, each member of the city council shall be entitled to designate the person(s) whom he or she wishes to appoint for each vacancy on the planning commission (e.g., if three planning commissioners are to be appointed, then each city councilman may nominate three persons. After each councilman has declared his or her nominees, the persons receiving the three highest number of votes shall be appointed members of the planning commission).
D. 
No person shall be appointed for more than two consecutive terms of office.

Persons wishing to be considered for appointment to the La Cañada Flintridge planning commission shall complete and submit a statement of qualifications together with such other information as the city council may request. Copies of these materials shall be made available to members of the city council at least one week prior to the time that an appointment is to be made to the planning commission.

Any member of the planning commission may be removed at any time, with or without cause, by a majority vote of the entire city council.

Any member of the planning commission shall automatically be deemed to have resigned from the planning commission and his or her office vacated, if he or she ceases to be a resident of the city of La Cañada Flintridge.

The planning commission shall have and exercise each and all of the powers, duties, rights, privileges and authorities for the city planning commission as set forth or provided for in any ordinance of this city or under the provisions of the planning and zoning law of the state of California, as the same now exists or as it may be hereinafter amended, and shall perform the duties, acts and functions of the city planning commission set forth and referred to in and as contemplated by the planning and zoning law of the state of California and ordinances of this city in the manner therein set forth, except where otherwise provided by ordinance of this city. The planning commission shall recommend to the city council the approval, conditional approval or disapproval of tentative maps of proposed subdivisions of land, and the city council does hereby designate the planning commission as its advisory agency with respect to the design and improvement of proposed subdivisions. Every map or plat shall, prior to its final approval or disapproval by the city council, be submitted to the planning commission for action thereon. The planning commission shall advise the city council on such other matters as the city council may from time to time refer to the planning commission for report and recommendation. Whenever reference is made in any ordinance of this city, or the laws of this state to the planning advisory committee, the planning advisory agency or words of similar impact, they shall mean the La Cañada Flintridge planning commission.

A. 
Except as otherwise provided herein, the planning commission shall have power to and shall provide for its own organization; shall adopt rules and regulations for the transaction of business before it; shall designate the time and place for the regular monthly meeting or meetings of the planning commission; and to take such other action as is required.
B. 
The planning commission shall cause proper records to be kept of all of its official acts and proceedings and shall make reports to the city council, all as contemplated in and provided for in the laws of the state and this code.

Members of the planning commission shall be paid such compensations the city council may provide by resolution.
