For purposes of this chapter, the following definitions shall apply:
means:
In the case of an individual, a person whose principal place of residence is in the city;
In the case of a group, an organization or collective of people, one in which at least half of its members, or at least 350 members, whichever is less, have their principal place of residence in the city.
In the case of a business or nonprofit organization, one which has a bona fide place of business in the city.
means any march, demonstration, procession, race or motorcade consisting of persons, animals or vehicles, or combination thereof, upon the streets, parks or other public grounds within the city with an intent of attracting public attention that interferes with, or has a tendency to interfere with, the normal flow or regulation of traffic upon the streets, parks or other public grounds.
means a permit as required by this chapter.
means any person, firm, partnership, association, corporation, company or organization of any kind.
means any area or way set aside or open to the general public for purposes of pedestrian traffic, whether or not it is paved.
means any ceremony, pageant, review, carnival, fiesta, circus or athletic event which is not a race, in or upon any public street, sidewalk, park or alley which would otherwise be subject to normal and usual traffic regulation or field or park use regulation and controls.
means any place or way set aside or open to the general public for purposes of vehicular traffic, including any berm or shoulder parkway, right-of-way or median strip thereof.
means the transitory sale of goods, food or wares, including, but not limited to, balloons, toys, popcorn, confections, ice cream, souvenirs, etc., for purposes of commercial profit-making, by a vendor authorized by the permittee and who has obtained a valid city business license. Such vending must be transitory in nature, i.e., peddling/sales on foot, from a cart, bicycle or mobile stand, and not from a fixed stationary position, booth or structure nor from a motorized vehicle.
