As used in this chapter, the term "Skate Park" means any skate facility owned or operated by the city of that is identified by signage as a "City of La Cañada Flintridge Skate Park."

Any person riding, skating, propelling or using a skateboard, roller skates, in-line skates or similar device at a skate park shall wear a helmet, elbow pads and knee pads at all times.

Any person who rides, skates, propels or uses a skateboard, roller skates, in-line skates or similar device at a skate park without the required protective gear is guilty of an infraction.

A violation of this chapter, or of any provisions thereof, is punishable by a fine as follows:
A.
Twenty-five dollars for a first violation;
B.
Fifty dollars for a second violation occurring within a 12 month period following the first violation;
C.
One hundred dollars for a third or more violations occurring within a 12 month period following the first violation.
