The purpose of this chapter is to reasonably regulate the use of drones, as defined in Section 4.70.020, during city-sponsored community events, as defined in Section 4.70.020, at Memorial Park in order to protect the public peace, health and safety of those attending the events.

"City"
means the city of La Cañada Flintridge.
"City-sponsored community event"
means a social, philanthropic, cultural, recreational, dramatic, educational or musical event sponsored solely by the city or co-sponsored by the city.
"Drone"
means an unmanned aircraft that can fly under the control of a remote pilot or via a geographic positions system guided autopilot mode including, but not limited to, toy or model airplanes, helicopters, and/or other similar personal and/or recreational devices.

No person shall fly, or cause to fly, a drone in any airspace below 400 feet within or over Memorial Park during a city-sponsored community event.

This chapter shall not apply to the use of drones by:
A. 
Any local, state, or federal law enforcement agency for lawful purposes and in a lawful manner; or
B. 
The city, or any authorized agent thereof.

Any violation of Section 4.70.030 shall be punishable as a misdemeanor, subject to the fines and related penalties of Chapter 1.04 of this code, an infraction, subject to the fines and related penalties of Chapter 1.04 of this code, and/or as an administrative citation, subject to the fines set forth in Chapter 1.07 of this code.
