The city council may, by resolution, prohibit or restrict the parking of vehicles on specified streets or highways or portions thereof during all or certain hours of the day. Any such resolution shall become effective when signs or markings giving notice of such prohibition or restriction are placed on the curb, street or other appropriate location. Such signs or markings shall comply with all requirements of the California Vehicle Code, including, but not limited to, the color coding requirements set forth in California Vehicle Code Section 21458.

A. 
Prohibited. Any vehicle parked upon any street or public right-of-way in the same location in excess of 24 consecutive hours shall be subject to a "notice of warning" issued by local law enforcement. A vehicle issued such notice of warning shall be prohibited from being parked on the street or public right-of-way within the proximate area (as defined herein) during the period between 48 hours and 72 hours following the issuance of the notice of warning (the "restriction period"). The issued notice of warning shall set forth the restriction period, including the dates and hours of parking restriction. A vehicle issued such notice of warning that is parked in violation of this section shall be subject to towing or citation. For purposes of this section, "proximate area" means upon a street or public right-of-way within 200 feet of the location where the subject vehicle was parked at the time of the issuance of the notice of warning.
B. 
Permit Exception. This section shall not apply to vehicles that have been issued a temporary parking permit by the city manager or designee. Temporary parking permits may be issued for periods not longer than two weeks each. The temporary parking permit must be displayed on the driver's side rear window of the vehicle. The city manager or designee shall have discretion in determining whether the issuance of a temporary parking permit is warranted and such issuance is consistent with the goals of preventing vehicle storage on streets or within the public right-of-way.

Any person violating any of the provisions of this chapter shall be deemed guilty of an infraction which shall be punishable by a fine and related penalties as defined in Section 1.04.010 of this code.
