Except as hereinafter may be provided, the 1989 Edition of Title 20 of the Los Angeles County Code regulating sanitary sewers and industrial waste is adopted and shall be and become the sanitary sewer and industrial waste ordinance of the city of La Cañada Flintridge.

Whenever any of the following names or terms are used in the said Title 20, each name or term shall be deemed and construed to have the meaning ascribed to it in this section as follows:
"Director"
means the director of public works for the city of La Cañada Flintridge.

Notwithstanding any other provision of law, no permit shall be issued for any septic system to be installed, enlarged, repaired or replaced when such septic system is located on a lot or parcel which has access at the property line of such lot or parcel to a sewer line within the right-of-way (whether publicly or privately owned). The provisions of this section shall not be deemed to prohibit the issuance of any permit which may be required for ordinary maintenance of any septic system.

Notwithstanding any other provision of law, any lot or parcel which has access at the property line of such lot or parcel to a sewer line within the right-of-way (whether publicly or privately owned) shall be required to be connected to such sewer line upon the earlier of either of the following circumstances:
A. 
Transfer of title to the lot or parcel to any person other than the owner of such property occurring not less than six months after the recordation of a notice of completion of the sewer line. For purposes of this section, transfer of title shall include transfer pursuant to a sale for any monetary amount, or a trade for any other real or personal property, but shall not include transfer of title resulting from: (1) foreclosure of any security interest; (2) termination of any owner's interest in the property due to death or dissolution of marriage; or (3) donation or gift of the property from the record owner(s) to any other person;
B. 
The passage of five years from the date of recordation of a notice of completion for the sewer line.
