A. 
Closure of Walkway. The walkway between Cottonwood Street and Ashley Street shall be closed to the public between dusk and dawn daily. This closure shall be effective upon the posting of appropriate signage informing the public thereof.
B. 
Violation—Penalty. Any violation of any provision of this section shall constitute an infraction, and upon conviction thereof, shall be punished in accordance with Section 1.08.070 (General penalty—Continuing violations—Aiding or abetting).

A. 
Closure of Park. Freeman Park shall be open to the public daily between the hours of 8:00 a.m. and 6:00 p.m. or dusk, whichever is earlier; provided, however, that any person may use Freeman Park between 6:00 p.m. or dusk, whichever is earlier, and 8:00 a.m. if he or she does so as part of a scheduled, Citysponsored event or if he or she is participating in an approved, permitted event.
B. 
Gazebo/Bandstand Use.
1. 
No person shall use the gazebo/bandstand in Freeman Park unless the Parks, Recreation, and Community Services Director, or assignee, has issued a permit for that use. For purposes of this section, the gazebo/bandstand shall include both the gazebo/bandstand structure itself and an area extending in a five-foot radius around that structure.
2. 
An application form for a permit to use the gazebo/bandstand shall be available at the Parks, Recreation, and Community Services Office, and applicants shall be required to include the following:
a. 
The name and address of the applicant;
b. 
The name and address of the person, if different from the applicant, who shall have direct responsibility for the use of the gazebo/bandstand;
c. 
The purpose or purposes for which the applicant proposes to use the gazebo/bandstand;
d. 
A general description of any equipment or materials the applicant proposes to attach to or use in, on or around the gazebo/bandstand;
e. 
Whether the purpose for which the applicant proposes to use the gazebo/bandstand will include cooking or the use of fire or electrical equipment of any kind; and
f. 
The date and time period for which the applicant seeks to use the gazebo/bandstand.
