The official address of all agencies, departments, officers and employees of the city shall be located and maintained at the Lawndale City Hall, 14717 Burin Avenue, Lawndale, California.

The city offices shall be closed on all official state holidays as listed in Government Code Section 6700; provided, however, the city council may from time to time authorize additional or alternate holidays.

Pursuant to Section 36503 of the California Government Code and Sections 1000 and 1301 of the California Elections Code, the general municipal elections of the city of Lawndale, commencing with the 2018 election, shall be held on the first Tuesday after the first Monday in November of even-numbered years to coincide with statewide general elections.

Unless otherwise provided in this code, the salaries and compensation of officers and employees of the city shall be as established by resolution of the council.

It is the duty of all other officers, including the city clerk, the city treasurer and the city attorney, to cooperate with and assist the city manager in administering the affairs of the city most efficiently, economically and harmoniously so far as may be consistent with their duties as prescribed by law and the ordinances of the city.

The mayor, city clerk, city attorney and mayor pro tem are each appointed the authorized agent of the city for filing with the proper offices and officers of the state and county of certified copies of ordinances and resolutions and such other documents as may be required for the proper and efficient conduct of the city's business.

No person, unless authorized by the city clerk, shall remove any papers or documents from the city offices.

A. 
Whenever a notice is required to be given under this code, unless different provisions are otherwise specifically made herein, such notice may be given either by personal delivery thereof to the person to be notified or by deposit in the United States mail in a sealed envelope, postage prepaid, addressed to the person to be notified at his or her last known business or residence address as the same appears in the public records of the city or other records pertaining to the matter to which such notice is directed. Service by mail shall be deemed to have been completed at the time of deposit in the post office.
B. 
Proof of giving any notice may be made by the certificate of any officer or employee of the city, or by affidavit of any person over the age of eighteen years, which shows service in conformity with this code, or other provisions of law applicable to the subject matter concerned.

The council shall have the right to contract with the county pursuant to the laws of the state and the charter of the county for the performance and execution by designated county officials of the rights, powers and duties of officers, officials and employees of the city. Whenever in this code, whether set forth in full or by adoption by reference, any power or authority is granted to an officer, official or employee, the power or authority is conferred upon the appropriate officer, official or employee of the city, or the appropriate officer, official or employee of the county with whom a contract has been entered into.

Any applications required to be filed with the city, or fees required to be paid to the city, pursuant to the provisions of this code shall be filed with or paid to the director of finance or designated representative, unless otherwise provided by this code.

A. 
It is recognized that the attendance of city officers and employees at authorized conferences and seminars is a legitimate public function of local government serving to educate city officers and employees concerning developments in local government which affect the citizens of the city and to permit the representation of the viewpoint of the citizens of Lawndale before other public officials. Accordingly, the expense of the attendance of city officers and employees at such authorized conferences and seminars is a legitimate public expense which will be paid for from the revenues of the city when the procedures established by this section are conformed with.
B. 
Prior to the attendance by any city officer or employee at any authorized conference or seminar, the city administrative office will determine the room rate, transportation cost (airfare or mileage rate, whichever is less), and funds necessary for expenses (registration, meals, parking, and incidentals) for the days required. A warrant will be issued in the total amount determined and given in advance to each person authorized to attend such conference or seminar.
C. 
The maximum hotel allowance shall be the regular single rate established at the headquarters' hotel, or the single rate of a hotel of the officer or employee's choice, whichever is less.
D. 
An expense statement shall be completed by each city officer or employee within ten days after return to the city. Receipts, when applicable, are to be attached to the expense statement. Any unauthorized expenses found thereon will be disallowed, such as expenses for spouse or family, cigars, cigarettes, alcoholic beverages, or personal telephone calls.
E. 
After receipt of the expense statement, an adjustment, either a payment of additional funds to the officer or employee or a reimbursement to the city of funds advanced, shall be made based upon the difference between such expense statement and the amount of funds advanced to the officer or employee.
F. 
Any officer or employee failing to submit an expense statement or failing to reimburse the city any funds which it is due, shall be prohibited from receiving funds from the city for attending any future conferences or seminars until such deficiency is corrected.
G. 
It is the policy of the city that any officer or employee attending a conference or seminar should attend at least eighty percent of the scheduled sessions at the conference or seminar. Failure to do so may result in a request for reimbursement to the city for any expense advanced to such officer or employee.

Within thirty days after leaving office or termination of city employment, all former city officers and employees shall return to the city manager, or designee, all items of city property acquired during the term of such employment or office. Such property includes, but is not limited to, municipal code books, zoning ordinances, uniform technical codes, city badges, city business cards, county sheriff's department identification cards, merchandise bearing the city logo, and any other tangible items of city property except those which were obtained with the former officer's or employee's personal funds. Failure to comply with this section shall subject the offending party to the penalties prescribed in Section 1.08.030.
