The planning commission shall consist of five members. As provided in Sections
2.08.100 and
2.40.100 of this code, the city manager or designee shall be an ex officio or advisory member of the commission. The city attorney shall also be an ex officio member of the commission for the term corresponding to his or her tenure of office, but shall not have the power to vote.

The planning commission shall have the power, except as otherwise
provided by law, to:
A. Recommend
to the proper office plans for the regulation of the future growth,
development and beautification of the city;
B. Recommend
to the proper office of the city plans consistent with the future
growth and development of the city; and
C. Do such
other things as shall be necessary to carry out the provisions of
this code and the provisions of the Conservation and Planning Act
of the state.
