It shall be the duty of the Police Department, with such aid
as may be rendered by other members of the City staff, to enforce
the street traffic regulations of the City and all of the state vehicle
laws applicable to street traffic in the City, to make arrests for
traffic violations, to investigate traffic accidents and to cooperate
with the City Traffic Engineer and other offices of the City in the
administration of the traffic conditions, and to carry out those duties
specially imposed upon such division by this chapter and the traffic
ordinances of the City in the administration of the traffic laws and
in developing ways and means to improve traffic conditions, and to
carry out those duties specially imposed upon such division by this
chapter and the traffic ordinances of the City.

The Police Department shall prepare a monthly traffic report
which shall be filed with the Council. Such a report shall contain
information on traffic matters in this City as follows:
A. The
number of traffic accidents, the number of persons killed or injured,
and other pertinent traffic accident data;
B. The
number of traffic accidents investigated and other pertinent data
on the safety activities of the police; and
C. The
plans and recommendations of the division for future traffic safety
activities.

Officers of the Police Department and such officers as are assigned
by the Police Chief are authorized to direct all traffic by voice,
hand, audible or other signal in conformance with traffic laws; except,
that in the event of fire or other emergency or to expedite traffic
or to safeguard pedestrians, officers of the Police Department or
members of the Fire Department may direct traffic as conditions may
require, notwithstanding the provisions to the contrary contained
in this title or the California
Vehicle Code.

No person other than an officer of the Police Department, members
of the Fire Department, a person authorized by the Police Chief or
a person authorized by law shall direct or attempt to direct traffic
by voice, hand, audible or other signal; except, that persons may
operate, when and as herein provided, any mechanical push-button signal
erected by order of the Traffic Engineer.

No person shall fail or refuse to comply with or to perform
any act forbidden by any lawful order, signal or direction of a traffic
or police officer, a member of the Fire Department, or a person authorized
by the Police Chief or by law.

Every person riding a bicycle or motorized bicycle or riding
or driving an animal upon a highway has all of the rights and shall
be subject to all of the duties applicable to the driver of a vehicle
by this chapter, except those provisions which by their very nature
can have no application.

No person shall interfere with or obstruct in any way a police
officer or other officer or employee of this City in their enforcement
of the provisions of this title. The removal, obliteration or concealment
of any chalk mark or other distinguishing mark used by any police
officer or other employee or officer of this City in connection with
the enforcement of the parking regulations of this title shall, if
done for the purpose of evading the provisions of this title, constitute
such interference or obstruction.

The provisions of this title shall apply to the operator of
any vehicle owned by or used in the service of the United States government,
the state or any local public agency, and it is unlawful for any such
operator to violate any of the provisions of this title except as
otherwise permitted in this title or by the California
Vehicle Code.

Any person violating any of the provisions or failing to comply
with any of the mandatory requirements of this title shall be guilty
of an infraction.
