A. 
The engineering and traffic speed limit study prepared for the City of Desert Hot Springs by Gerald Stock, RTE 2049, Hartzog and Crabill, Inc., and dated November 2018 (“study”), is adopted by reference and incorporated into this Traffic Code as if fully set forth herein. The maximum speeds as shown in the study are hereby established.
B. 
Copies of the study are available for public inspection during normal hours at the office of the City Clerk.

The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable and shall erect appropriate signs giving notice thereof.

Within the limits of any public park in the City, it is unlawful for any person to drive or operate any motor vehicle, motorcycle, motorized bicycle or motor-driven vehicle, upon any portion of any park in the City at a speed greater than 10 miles per hour.
