For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
“Handicapped parking”
means parking stalls or spaces for the exclusive use of vehicles which display a distinguishing license plate or placard issued pursuant to California Vehicle Code Sections 9105 or 22511.5.

The City Traffic Engineer, subject to the prior approval of the City Manager, shall designate parking stalls or spaces for the exclusive use by physically handicapped persons in each municipal parking lot and garage, and upon other City-owned or City-operated parking facilities as may be appropriate. At every space or stall designated for handicapped parking, the City Traffic Engineer shall erect a sign immediately adjacent to and visible from the same, consisting of a profile view of a wheelchair, with occupant in white on a blue background, and a sign indicating that only vehicles displaying distinguishing license plates or placards issued for physically handicapped persons are permitted.

A. 
No person shall cause, allow or permit any vehicle operated or controlled by him or her, or registered in his or her name to park or stand in any parking stall or space marked for handicapped parking unless such vehicle bears a special license or displays a special placard issued under the provisions of California Vehicle Code Section 9105 or 22511.5.
B. 
The provisions of subsection A of this section shall apply to all off-street parking facilities owned or operated by the City if so designated by the City Council by ordinance or resolution. The provisions of subsection A of this section shall also apply to any privately owned and maintained off-street parking facility designated as such pursuant to California Vehicle Code Section 22511.8.

A. 
The City Traffic Engineer is authorized to locate and establish parking spaces upon City streets for the purpose of providing on-street parking for exclusive use by physically disabled persons. Such handicapped parking spaces shall be indicated by blue paint on the curb or edge of the paved portion of the street adjacent to each such space.
B. 
No person shall park or stand any vehicle in an on-street handicapped parking space unless the vehicle bears a special license or displays a special placard issued under the provisions of California Vehicle Code Sections 9105 or 22511.5.

A. 
The City Council may designate parking spaces in privately owned, leased, or controlled off-street parking facilities for exclusive use by physically handicapped persons.
B. 
Any person in lawful possession of an off-street parking facility may designate spaces for the exclusive use by physically handicapped persons.
C. 
Persons using parking spaces designated for exclusive use by physically handicapped persons on publicly owned or private property shall comply with the ordinance codified in this section as stated below:

As authorized by California Vehicle Code Section 22511.8, any person in lawful possession of an off-street parking facility may designate spaces in such facility for the exclusive use of vehicles which display a distinguishing license plate or a placard issued pursuant to California Vehicle Code Section 22511.5 or to disabled veterans as specified in California Vehicle Code Section 9105.
2. 
The owner or person in lawful possession of an off-street parking facility, after notifying the Police Department, may cause the removal to the nearest public garage, of any vehicle occupying a designated space and not displaying one of the distinguishing placards or license plates specified in California Vehicle Code Section 22511.8.
3. 
Parking spaces designated for exclusive use by physically handicapped persons shall have posted immediately adjacent thereto a sign which shall have a blue background with a profile view of a wheelchair and occupant in white. The sign shall state:
Restricted parking in marked spaces. Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons shall be towed away at owner’s expense. Towed vehicles may be reclaimed by contacting the City Code Enforcement Department at 619-329-6411.
