This chapter is enacted for the purpose of adopting a portion of the Transportation Plan for the County, adopting a map designating certain roadways as being a part of the plan, establishing their width, and providing for the administration and enforcement thereof, the plan being a portion of the Circulation Element of the General Plan of the County as provided for in the planning law of the State, as amended.

The map designated as the "Transportation Plan" designating certain roadways by symbols explained in the legend thereon to be freeways, County-designated freeways, thoroughfares, arterials, and collectors is adopted as a portion of the Transportation Plan of the County. All notation, references and other information shown thereon shall be as much a part of this chapter as if the matters and information set forth by the map were fully described and set forth herein. Any amendment to the Transportation Plan may be adopted by resolution of the Board of Supervisors.

Those roadways designated on the map and shown by symbols to be arterials are required to have right-of-way widths as designated by "Section 4, Street Design" of the County Improvement Standards, except in the case of modifications allowed in accordance with Section 12.04.080.

Those roadways designated on the map and shown by symbols to be thoroughfares are required to have right-of-way widths as designated by "Section 4, Street Design" of the County Improvement Standards, except in the case of modifications allowed in accordance with Section 12.04.080.

Those roadways designated on the map and shown by symbols to be special collectors are required to have right-of-way widths as designated by "Section 4, Street Design" of the County Improvement Standards, except in the case of modifications allowed in accordance with Section 12.04.080.

Those roadways designated on the map and shown by symbols to be County-designated freeways are required to have right-of-way widths in accordance with their respective designation. It is intended that owners of land abutting County-designated freeways have no right or easement of access to or from the County-designated freeway.

Where the Transportation Plan shows a roadway on the map in the same location as a route for which the California Transportation Commission has adopted a precise route or plan, it is the intention of this chapter to indicate the same route or plan as adopted by the California Transportation Commission.

Specified widths will vary in accordance with the County Street Improvement Standards to accommodate turning lanes and bus turnouts adjacent to intersections and to accommodate bus turnouts at midblock locations and other needs. Additional right-of-way on one or both sides of the street may be called for in special cases to accommodate a frontage road adjacent to the major street. The Director is hereby authorized to make minor adjustments to the right-of-way widths for County roadways designated by the Transportation Plan and "Section 4, Street Design" of the County Improvement Standards" to accommodate special traffic, economic, or environmental conditions commensurate with traffic capacity and safety considerations.

The provision of this chapter shall be administered and enforced by the Department of Transportation.
