No business license or permit shall be issued for the conducting of the following businesses, and no person, firm or corporation shall use, maintain or operate any of the following businesses or structures, or maintain or operate any of the following activities for the hereinafter enumerated purposes, unless such business or structure has been inspected by the fire prevention bureau and approval of the use reported in writing to the director of finance, such businesses or structures or activities being as follows:
1. 
Apartment house (defined as any structure housing five or more families under one roof);
2. 
Auto paint shop;
3. 
Auto repair shop;
4. 
Auto wrecking yard or business;
5. 
Boardinghouse (defined as a place maintained or operated for the care or occupancy of more than six unrelated persons);
6. 
Body and fender repair shop;
7. 
Bowling alley;
8. 
Carnivals and circuses;
9. 
Day care nurseries;
10. 
Dumps;
11. 
Entertainment;
12. 
Exhibitions;
13. 
Fertilizer plants;
14. 
Foundries;
15. 
Gasoline and liquefied petroleum gas service stations;
16. 
Hay, grain and feed dealers;
17. 
Hospitals and sanitariums;
18. 
Hotels and motels;
19. 
Junk dealers;
20. 
Lumberyards;
21. 
Public eating places;
22. 
Racetrack, auto, bicycle or motorcycle;
23. 
Rendering plant;
24. 
Resort;
25. 
Riding academy;
26. 
Rifle range;
27. 
Rodeo;
28. 
Secondhand dealer;
29. 
Skating rink;
30. 
Tank truck (gasoline, liquefied petroleum gas, oil, chemical);
31. 
Theater;
32. 
Trailer parks.

Any person aggrieved by the decision of the fire prevention bureau or the director of finance may appeal the decision to the city council, whose decision shall be final.
