The city council finds and determines that the following are privately owned and maintained roads which are generally held open for use of the public for the purpose of vehicular traffic, and which so connect with highways that the public cannot determine that such privately owned and maintained roads are not highways:
A. 
Industry Avenue, approximately sixty feet in width, from is intersection with Slauson Avenue to its intersection with Atchison, Topeka and Santa Fe Railroad right-of-way.
B. 
Trojan Street, approximately sixty feet wide, from its intersection with Paramount Boulevard to its intersection with Industry Avenue.
C. 
Warvale Street, approximately sixty feet wide, from its intersection with Industry Avenue easterly to its termination at Paramount Boulevard.
D. 
Fishman Road, approximately forty feet wide from its intersection with Paramount Boulevard to its westerly termination.

A. 
Pursuant to the provisions of Section 21107.5 of the Vehicle Code, the city council declares that the provisions of this title and the Vehicle Code shall apply to the privately owned and maintained roads listed in Section 10.36.010 unless there is posted on such roads a notice of such size, shape and color as to be readily legible during the daylight hours from a distance of one hundred feet, to the effect that such roads are privately owned and maintained and that they are not subject to public traffic regulation and control.
B. 
The city council further finds and determines that, so long as such roads are not so posted, that it shall provide traffic law enforcement on such streets, and that such streets shall be subject to all the provisions of this code and the Vehicle Code, and except as provided in this chapter, the city shall not be deemed to assume any responsibility or liability for the maintenance or care of such privately owned and maintained streets.

The city council further finds and determines that the existing boulevard stops in place on the streets designated in Sections 10.36.010 and 10.36.040 are necessary in order to protect the public health and safety, and the same are designated as boulevard stops of the city as though heretofore marked or posted pursuant to authorization of the city council, and the same shall so continue to be in force and effect pursuant to the provisions of this title and the Vehicle Code of the state as a part of the traffic regulations of the city until modified by the city. No person shall drive, stand or park a vehicle in violation thereof.

A. 
The city council finds and declares that the following list of privately owned and maintained roads are not generally held open for use of the public for purposes of vehicular travel but, by reason of their proximity to or connection with highways, the interests of any residents residing along the roads and the motoring public will be best served by application of the provision of the California Vehicle Code and of this code to those roads. No street shall be listed, and no ordinance or resolutions shall be adopted to enforce this section until:
1. 
There is filed with the city a petition requesting the enforcement of the Vehicle Code on such roads by a majority of the owners of any privately owned and maintained road, or by at least a majority of the board of directors of a common interest development, as defined by Section 1351 of the Civil Code, that is responsible for maintaining the road.
2. 
A public hearing is held on the matter upon ten days prior written notice to all owners of the road or all owners of the development.
3. 
Appropriate signs are erected at the entrance to the road of such size, shape, and color as to be readily legible during daylight hours from a distance of one hundred feet, to the effect that the road is subject to the provisions of the Vehicle Code and this code.
B. 
The following roads shall be subject to the provisions of this section:
1. 
Berkshire Road, approximately thirty-two feet in width, from its intersection with Gallatin Road to its easterly termination.
2. 
Saratoga Street, approximately thirty-two feet in width, from its intersection with Berkshire Road to its intersection with Oaklawn Lane.
3. 
Arlington Drive, approximately fifty-four feet in width, from its intersection with Gallatin Road to its intersection with Del Mar Drive.
4. 
Del Mar Drive, approximately thirty-two feet in width, from its intersection of Saratoga Street to its intersection with Oaklawn Lane.
5. 
Pocono Court, approximately thirty-two feet in width, from its intersection with Berkshire Road to its westerly termination.
6. 
Suffolk Court, approximately thirty-two feet in width, from its intersection with Berkshire Road to its westerly termination.
7. 
Belmont Street, approximately thirty-two feet in width, from its intersection with Arlington Drive to its intersection with Oaklawn Lane.
8. 
Prescott Street, approximately thirty-two feet in width, from its intersection with Arlington Drive to its connection with Oaklawn Lane.
9. 
Oaklawn Lane, approximately thirty-two feet in width, from its intersection with Prescott Street to its northerly termination.
10. 
Sandown Road, approximately thirty-two feet in width, from its intersection with Berkshire Road to its intersection with Oaklawn Lane, and approximately fifty-four feet in width from the intersection with Oaklawn Lane to its intersection with Durfee Avenue.
11. 
Longacres Avenue, approximately thirty-two feet in width, from its intersection of Monmouth Way to its easterly termination, and from Monmouth Way to its westerly termination.
12. 
Monmouth Way, approximately thirty-two feet in width, from its intersection of Saratoga Street to its intersection with Longacres Avenue.
13. 
Fairmount Lane, approximately thirty-two feet in width, from its intersection with Saratoga Street to its easterly termination.
14. 
Blossom Court, approximately thirty-seven feet in width, from its intersection with Danbridge Street to its northerly termination.
15. 
Grove Terrace, approximately thirty-seven feet in width, from its intersection with Blossom Court to its intersection with Primrose Drive.
16. 
Orchid Lane, approximately thirty-seven feet in width, from its intersection with Grove Terrace to its southerly termination.
17. 
Primrose Drive, approximately thirty-seven feet in width, from its intersection with Orchid Lane to its northerly termination.
18. 
Terrazas Way, approximately seventy feet in width, from its intersection with Rosemead Boulevard to its intersection with Blossom Court.
19. 
Wildflower Lane, approximately thirty-seven feet in width, from its intersection with Primrose Drive to its intersection with Grove Terrace.

C. 
Pursuant to the provisions of Section 21107.7 of the Vehicle Code, the city council declares that the provisions of this title and the Vehicle Code of the State of California shall apply to the privately owned and maintained roads listed in Section 10.36.040(B).
