There is hereby established a zone which shall hereinafter be
known as the "S-F single-family residential zone," and which shall
function and serve as set out in this chapter.

The intent and purpose of the S-F zone is to principally designate
and classify certain residential areas within the city that may best
facilitate the development of single-family residential neighborhoods,
and where the lifestyles and environmental characteristics, under
a controlled distribution of population, lend themselves to the attainment
of individual family living in an urban setting.

A. The
S-F zone is a land use classification which, in part, assists in the
implementation of the residential land use and housing elements of
the general plan. It is one of the most selective of residential zone
classifications, designed to provide for one single-family dwelling
unit on a separate lot, and to be applied on selective areas of the
community that possess sufficient environmental characteristics most
conducive to single-family lifestyles.
B. Application
of the S-F zone may include such recreational, religious and educational
facilities, when deemed to be essential elements of a balanced neighborhood,
but it must also be clearly protected from the encroachment of land
uses that do not perform a residential neighborhood function.
C. Uses
of land which do not qualify and which are not specifically permitted
in the S-F zone are hereby expressly prohibited.
