There is established a zone which shall hereinafter be known
as the "R-I residential infill zone," which shall function and serve
as set out in this chapter.

The intent and purpose of the R-I zone is to principally designate
and classify certain residential areas within the city that may best
facilitate smaller sized medium density residential developments that
are well planned and allow for sufficient design flexibility in order
to utilize unique physical land characteristics while preserving the
nature of single-family neighborhoods.

The R-I zone is a land use classification which, in part, assists
in the implementation of the residential land use, housing and implementation
elements of the general plan. It is a zone classification designed
to be applied on selective areas of the community where land is of
appropriate size, shape and configuration, and possesses the characteristics
to warrant such a designation.

The regulations set forth in this title, and those set forth
in Title 17 of this code governing residential development, are deemed
to be minimum and not all inclusive. The planning commission and/or
city council may establish conditions as may be deemed necessary to
maintain, preserve, protect, perpetuate and promote not only the public
health, safety and welfare, but the integrity of residential neighborhoods
as well.

The scope and complexity of development shall be of such a nature
that it provides achievement in conformity with the intent and purpose
of the R-I zone. The overall plan of development shall be comprehensive,
embracing interrelationships of land, structures and other environmental
characteristics. The development must also be well related to existing
and planned land uses and circulation patterns of adjoining and neighboring
properties.
