Existing residential uses will not be required to comply with the parking requirements of this article when erecting a structure or an addition which is less than 200 square feet in size unless said structure or addition is a garage, carport, or bedroom.

Where off-street parking is required in Section 14.005, off-street parking spaces shall also meet the following requirements:

Space Computation. Space computations which result in fractional amounts shall be rounded up to the next whole number.
B. 
Disabled Parking Spaces.
1. 
Minimum Number. As required in ORS 447.233 for buildings subject to ADA requirements for parking, off-street parking spaces reserved for persons with disabilities shall be provided at the following ratios:

Van Accessible Spaces. Of the disabled parking spaces required in subsection (B)(1), one in every eight accessible spaces, but no less than one, shall be van accessible.
3. 
Location. Parking spaces reserved for persons with disabilities and accessible passenger loading zones that serve a particular building shall be the spaces or zones which meet disabled parking design standards and are located closest to the nearest ADA-accessible entrance or an ADA-accessible route. In separate parking structures or lots that do not serve a particular building, parking spaces for use by persons with disabilities shall be located on the shortest possible circulation route to an ADA-accessible entrance of the parking facility.
4. 
Dimensions and Design.
a. 
Parking spaces reserved for persons with disabilities shall be at least nine feet wide and shall have an adjacent access aisle a minimum of six feet wide.
b. 
All access aisles shall be located on the passenger side of the parking space; however, two accessible parking spaces may share a common access aisle.
c. 
Van accessible spaces shall be a least nine feet wide and shall have an adjacent access aisle that is at least eight feet wide.
d. 
Parking access aisles shall be part of an accessible route to the building or facility entrance.
e. 
Parked vehicle overhangs shall not reduce the width of an accessible circulation route.
f. 
Vertical clearance shall not be less than 98 inches over the entire parking and aisle areas.
g. 
Parking spaces and access aisles shall be slightly sloped with the surface not exceeding 1:50 in all directions.
5. 
Signs. Parking spaces reserved for persons with disabilities shall be designated by a sign showing the international symbol of accessibility. All signs used to designate disabled parking spaces shall provide notice of the provisions of ORS 811.620 (towing) and ORS 811.615 (fines). Van accessible spaces shall display an additional sign stating: "Van Accessible." No signs shall be obscured by a vehicle parked in the space.
C. 
Unlisted Uses. Parking requirements for types of structures and uses not specifically listed in this article (Off-Street Parking and Loading) shall be determined by the Director based upon the requirements of comparable uses.
D. 
Maximum Allowable Number of Vehicle Spaces. The number of spaces provided by any particular use in ground surface lots shall not exceed the required number of spaces provided by Section 14.005 or the maximum number of spaces allowed by Section 14.011, if applicable. Spaces provided on street or within the building footprint of structures, such as in rooftop parking or under structure parking or in multilevel parking above or below surface lots, shall not apply towards the maximum number of allowable spaces.
E. 
Carpool and Vanpool Parking. Large employers (those with 50 employees or more working the same hours or shift) may dedicate 10% of the required parking spaces for carpools and vanpools.
1. 
These designated spaces shall be the closest parking spaces to the building entrance normally used by employees, with the exception of disabled/handicap accessible parking spaces.
2. 
Carpool and vanpool spaces shall be clearly marked "Reserved - Carpool/Vanpool Only" along with specific hours of use.
3. 
Any other use establishing carpool and vanpool spaces may reduce the minimum parking requirement by three spaces for each carpool/vanpool space created, up to three total.

A. 
Property Reuse Incentive.
1. 
Reduced Number of Spaces. When a new use is proposed for a previously developed site, a 25% reduction to the required number of parking spaces determined by Section 14.005 (Off-street parking requirements) is allowed if the property meets the following conditions:
a. 
The property cannot accommodate the required number of parking spaces without demolishing existing structures; and
b. 
There is no opportunity for joint use parking as provided in Section 14.025(D) (General provisions—Off-street parking and loading) with neighboring properties.
2. 
When a new use is proposed for a previously developed site, a 50% additional parking allowance in excess of the required number of parking spaces determined by Section 14.005 (Off-street parking requirements) is allowed if no new asphalt, concrete, or other impervious surface area will be added to the property to accommodate parking.
B. 
Parking Variance. The parking space requirements calculated by Section 14.005 (Off-street parking requirements) may be varied as shown below in Table 14.011-1 if the property complies with no less than two of the following:
1. 
Buildings must be near the setback lines of each street and without any vehicular circulation between the street and the building. This does not preclude angled or sculpted building corners, or an open plaza at the corner. See Figure 14-1.

2. 
Multiple buildings in a single project that together create opportunities for plaza and pedestrian areas, while preventing long "barrack-like" rows of buildings. When clustering of buildings is impractical, a visual link is established between buildings such as a use of arches, trellises, colonnade or other structures. See Figure 14-2.

3. 
Building façades include no less than three of the elements listed below. At least one of these elements changes horizontally. All elements shall change at intervals of no more than 30 feet vertically and no more than 20 feet horizontally.

50% canopy cover (at plant maturity) over all paved areas.
6. 
The applicant provides an acceptable proposal for an alternate mode of transportation program, including a description of existing and proposed facilities and assurances that the use of alternate modes of transportation will continue to reduce the need for on-site parking on an on-going basis.

Transit-related parking reduction. The number of minimum required parking spaces may be reduced by up to 10% if:
1. 
The proposal is located within a 1/4 mile of an existing or planned transit route; and
2. 
Transit-related amenities such as transit stops, pull-outs, shelters, park-and-ride lots, transit-oriented development, and transit service on an adjacent street are present or will be provided by the applicant.

A. 
For a use located within the Downtown Parking District, off-street parking and loading requirements in this article (Off-Street Parking and Loading) do not apply, provided it complies with the following:
1. 
Prior to occupancy of a newly constructed building or addition, the owner or occupant shall pay the Downtown Parking District $500.00 for each 1,000 square feet of gross floor area, or portion thereof, added.
2. 
Upon a change of use requiring additional off-street parking spaces as determined by this article (Off-Street Parking and Loading), the owner or occupant shall pay into the Downtown Parking District, $100.00 for each parking space as required by this article (Off-Street Parking and Loading).
3. 
The fees in subsections (A)(1) and (A)(2) reimburse costs already incurred in the provision of off-street parking. The annual charges will still be owed to the District.
B. 
To offset the fees in subsection A, the owner or occupant may provide off-street parking spaces. Where the off-street parking spaces are provided, the owner or occupant shall receive a credit of $100.00 for each space provided. The owner or occupant shall remain responsible for annual District charges.

Structures to be built or substantially altered which receive and distribute material and merchandise by truck, shall provide the following minimum number of off-street loading berths as established by the following formula:

A loading berth shall contain a space 10 feet wide and 35 feet long and have a clearance height of 14 feet. Where the vehicles generally used for loading and unloading exceed these dimensions, the dimensions shall be increased to accommodate the larger average vehicle size.

A plan, drawn to scale, indicating how the off-street parking and loading requirements are to be fulfilled, shall accompany the site plans submitted pursuant to the requirements of Chapter 11, Article 3 (Design Review) and Chapter 11, Article 4 (Conditional Use Permit). The plan shall show all those elements necessary to show that the requirements are being fulfilled and shall include the following:
A. 
Delineation of individual standard, compact, disabled parking spaces and loading spaces.
B. 
Circulation area necessary to serve parking spaces.
C. 
Access to streets and property to be served.
D. 
Proposed and existing curb cuts.
E. 
All planned transportation features (such as acceleration lanes and traffic signals).
F. 
Dimensions, continuity and substance of screening.
G. 
Grading, drainage, surfacing and subgrading details.
H. 
Delineation of obstacles to parking and circulation in finished parking area.
I. 
Specifications as to signs and bumper guards.
J. 
Trip generation or appropriate traffic studies if required by the City of Klamath Falls Public Works Design Engineering Standards.
K. 
Lighting plan showing location, size, style and other applicable information.
L. 
Other information as deemed necessary by the Director.

The following general provisions shall apply to off-street parking and loading facilities:
A. 
The maintenance of off-street parking and loading spaces is a continuing obligation of the property owner.
With the exception of businesses occupying less than 3,000 square feet of building space in Neighborhood Commercial Zones, parking spaces in public streets shall not be considered as fulfilling any part of the parking requirements of Chapters 10 to 14.
B. 
Except for single-family dwellings, duplexes, triplexes, and fourplexes, parking spaces shall be located so that it will require no backing movements within a street right-of-way other than an alley.
C. 
In the event several uses occupy a single structure or parcel of land, the total requirements for off-street parking shall be the sum of the requirements of the uses computed separately.
D. 
Joint Use.
1. 
For the purpose of this article (Off-Street Parking and Loading), the following uses are considered as daytime uses: banks, business offices, retail stores, personal service shops, clothing or shoe repair or service shops, manufacturing or wholesale buildings and other similar primarily daytime uses when authorized by the Director.
2. 
For the purpose of this article (Off-Street Parking and Loading), the following uses are considered as night time or Sunday uses: auditoriums incidental to a public or private school, churches, dance clubs, theaters, drinking and eating establishments and other similar primarily night time uses when authorized by the Director.
3. 
The Director may authorize the joint use of parking facilities for the following uses or activities under the following conditions:
a. 
Up to 50% of the parking facilities required by this article (Off-Street Parking and Loading) for a theater, dance club, eating or drinking establishment or other similar primarily nighttime use, may be supplied by off-street parking facilities provided by the daytime use specified in subsection (D)(1).
b. 
Up to 50% of the off-street parking facilities required by this article (Off-Street Parking and Loading) for any daytime use specified under subsection (D)(1), may be supplied by the parking facilities provided for night time or Sunday use specified in subsection (D)(2).
c. 
Up to 100% of the parking facilities required by this article (Off-Street Parking and Loading) for a church or for an auditorium incidental to a public or private school, may be supplied by the off-street parking facilities provided by daytime uses specified in subsection (D)(1).
4. 
Conditions Required for Joint Use of Parking Facilities.
a. 
The off-street parking facilities shall be located within 500 feet of the structure or use.
b. 
If the proposed off-street parking facility is more than 500 feet from the structure or use then the request shall be reviewed by the Planning Commission.
c. 
There is no substantial conflict in the primary operating hours of the two structures or uses for which joint use is proposed.
d. 
A legal instrument executed by the parties for joint use and approved as to form by the City Attorney, shall be filed with the Director.

Off-street parking facilities shall be located within the following distances, measured in a straight line from the nearest point of the parking facility to the nearest point of the structure:
A. 
For dwellings, not to exceed 150 feet on the same lot with the structure.
B. 
For commercial uses, not to exceed 500 feet on the same lot or a lot contiguous to the structure.
C. 
For all other uses, not to exceed 500 feet from the structure.
D. 
If the proposed off-street parking facility is more than 500 feet from the structure or use then the request shall be reviewed by the Planning Commission.

Whenever any structure is enlarged or the use is changed, off-street parking and loading shall be provided for the enlargement or change of use prior to occupancy in accordance with the requirements of this article (Off-Street Parking and Loading).

A. 
All areas used for off-street parking and maneuvering of vehicles, including driveways and truck loading areas, shall have either concrete or asphalt surfaces, or other surface materials approved by the Director, such as concrete pavers. Areas used for fleet parking or large equipment parking in Industrial and Light Industrial Zones may be surfaced with compacted gravel. All the surfaces shall be constructed in a manner approved by the City Engineer, in conformance with this article (Off-Street Parking and Loading) and drained so as to avoid flow of water across sidewalks.
B. 
Parking and loading facilities adjacent to residential zones or uses shall be designed to minimize disturbance of residents through compliance with Sections 14.410 (Landscaping of parking areas) and 14.150 (Screens).
C. 
Parking spaces along the outer boundaries of a parking area, including adjacent to sidewalks and structures, shall include a bumper rail or curb at least four inches high and set back a minimum of four feet parallel to the property line.
D. 
Access aisles which provide for two-way traffic shall be a minimum of 24 feet in width and those which provide one-way traffic shall be a minimum of 15 feet in width. Driveways shall comply with Klamath Falls City Code Section 8.570 regarding driveway location, width, etc.
E. 
Design and construction of parking areas for standard parking spaces shall be based on "Angled Parking Standards—Standard Spaces" in the following diagram and matrix:

F. 
Directional signs and pavement markings shall be used to control vehicle movement within parking and loading facilities.
G. 
Clearly defined pedestrian access shall be provided from transit/bus stops to primary building entrances.
H. 
All projects shall be required to demonstrate connection of on-site pedestrian circulation system to all building entrances and to the off-site public sidewalks.
I. 
All site plans utilizing joint access to nearby properties shall demonstrate how joint access and circulation patterns to adjacent sites will be provided.
J. 
Parking lot lighting is required for public safety and shall be provided for each development with the following design standards:
1. 
Lighting facilities shall be located, with hoods provided and adjusted downward, so as to preclude the direct glare of the lights from shining directly onto adjoining property or streets or into the night sky.
2. 
The height of parking lot lighting shall not exceed 27 feet from grade of parking lot, the height of the tallest building on site, or the maximum building height requirements of the zone, whichever is less.
3. 
The parking lot lighting poles and lamps shall be decorative, complementary to and consistent with the architecture of the project.
K. 
Compact and Large Vehicle Parking Spaces.
1. 
Parking spaces may be designed for compact vehicles. Compact vehicle spaces must comply with the dimensions as defined in Section 10.010, "Parking Space, Compact Vehicle."
2. 
Compact vehicle parking spaces may satisfy up to 30% of the spaces required by Section 14.005 (Off-street parking requirements), except that only one compact vehicle parking space may be used in computing said requirement when the total number of required parking spaces is less than 10.
3. 
Parking spaces for large vehicles must comply with the dimensions as defined in Section 10.010, "Parking Space, Large Vehicle."
L. 
For new commercial or office projects with over 50,000 square feet of building area, drop-off points a minimum of eight feet in width shall be added in addition to access aisle requirements and shall be located near major building entries and plaza areas.
M. 
In parking lots with over 125 parking stalls, a main entry drive shall extend from the public street to the front cross aisle and shall:
1. 
Include a minimum five-foot-wide sidewalk from the street to the front cross aisle on at least one side of the main entry drive.
2. 
Include 10-foot-wide landscaped areas on each side of the main entry drive.
3. 
Contain no parking stalls along the main entry drive.
4. 
Include a minimum seven-foot-wide enhanced crosswalk to delineate and provide warning of the pedestrian crossing at the public sidewalk.
N. 
In parking lots with over 125 parking stalls, a separate pedestrian walkway shall be provided from the public sidewalk to the on-site walkways. At minimum, this main entry walkway shall:
1. 
Be located on one side of the main entry drive.
2. 
Be a minimum of five feet wide at all points including locations where signs, poles, fire hydrants, newspaper racks and other obstructions are placed in the walkway.
3. 
Be raised and protected from the main entry drive by a six-inch-high curb.
4. 
Be constructed of concrete, concrete pavers, brick, tile pavers, or a combination of these materials.

Before occupancy or final building inspection, required parking and loading spaces shall be improved and made available for use. If required parking improvements are not completed within the allotted amount of time, the City may initiate enforcement proceedings as outlined in Chapter 10, Article 3 (Compliance and Enforcement Procedures).

Except for businesses located within the Downtown Business Zone, bicycle parking facilities shall be provided for all new or expanded fourplexes, apartments, and dorms; and for institutional, commercial and industrial uses. Bicycle parking shall be provided as follows:
A. 
One bicycle parking space shall be provided for every 12 required off-street parking spaces, with a minimum of two bicycle parking spaces.
B. 
Required bicycle parking facilities shall be located no farther than 50 feet from a public entrance.

Bicycle parking facilities may be provided in a dedicated area within a building that is accessible for bicycle storage no farther than 50 feet from a public entrance.

A. 
Bicycle parking facilities shall either be stationary racks, which accommodate bicycle locks securing the frame and both wheels, or lockable rooms or enclosures in which the bicycle is stored.
B. 
Bicycle parking spaces shall be at least six feet long and two feet wide. Upright bicycle storage structures are exempted from the six-foot parking space length standard.
C. 
A five-foot aisle for bicycle maneuvering shall be provided and maintained beside or between each row of bicycle parking.
D. 
Bicycle racks or lockers shall be anchored to the ground surface or to a structure.
