A fee schedule establishing the following fees shall be adopted, and may be amended from time to time by resolution of the board of supervisors:
A. 
Permit to construct fees required by Section 8.16.040 of this chapter;
B. 
Health permit fees required by Section 8.16.070 of this chapter;
C. 
Replacement fees required by Section 8.16.100 of this chapter;
D. 
Transfer fees required by Section 8.16.110.

A. 
If any health permit fee established pursuant to Section 8.16.190 of this chapter, modified where applicable by Section 8.16.180, is not paid on or before the delinquency date, the applicant shall pay to the director, in addition to such fee, a late payment penalty equal to 10% of such fee, as modified where applicable by Section 8.16.180, if the fee and penalty are paid within 30 days after the delinquency date, and 30% of the fee in all other cases.
B. 
The term "delinquency date" means, in the case of an original health permit, 30 days after the date business opened as indicated on the application for health permit and, in the case of a renewal of a health permit, 30 days after the expiration of such permit.
C. 
The penalties imposed by this section are in addition to, and not in limitation of, any other penalties which may be imposed by operation of Section 13 of the Ventura County Code or any other provision of law.

The director shall collect the fees and late payment penalties as directed by this chapter, and shall perform such other duties as are by this chapter prescribed; provided, however, that the board of supervisors may by resolution designate some other officer or employee of the county to collect such fees and penalties in which case such other officer or employee, and not the director, shall collect the fees and penalties and the provisions of this chapter requiring payment to the director shall be deemed to require payment to such other officer or employee.
