If and whenever multiple service pipe installations are to be made concurrently with the installation of the water main, applicants for service may, in such event, apply under the provisions of Chapter 11.08, or may request the district to make an estimate of the cost of furnishing all necessary and required labor, material and equipment for making such installation, including the meter box and the cost of the meter. Upon receipt of a deposit equal to the full amount of the estimated cost of making the multiple installation, the district will proceed to make such installation. As an alternative, the applicant may elect to have the installation, excluding meter box, made by his own forces or his own contractor, it being understood that in such event said installation is to be done in accordance with district specifications and subject to district inspection. The deposit required under this alternative shall equal the full estimated cost of furnishing all materials required for the complete multiple service installation, including the meter box and the cost of installing such box, plus the cost of the required meter and connection, plus the estimated cost of furnishing inspection during installation. All such deposits shall be credited to the parcel to be served, run with the land, and are refundable only to the owner of record or his designee.

The district will not connect nor install any service or meter or extensions made under this title, except such as are necessary in the opinion of the district for immediate and permanent use, or unless in its opinion the best interest of the district will be served by an immediate installation of the same. Additional services and connections desired by the owner of the property will be made only at the owner's expense.
