The city manager shall have the authority to determine where the stopping, standing or parking of vehicles on a street or portion of a street in the city is hazardous, unsafe or interferes with the orderly flow of traffic and upon making any such determination, may cause appropriate signs to be erected or curbs to be painted prohibiting or limiting the stopping, standing or parking of vehicles thereon. When such signs have been erected or curbs appropriately painted giving notice thereof, no person shall stop, stand or park a vehicle on any street or portion of any street in the city so restricted and marked.

The provisions of this chapter prohibiting the stopping, standing or parking of vehicles shall apply at all times to the places in this chapter except when it is necessary to stop a vehicle to avoid conflict with other traffic, or to comply with the directions of a police officer or official traffic control device or to deposit mail in a United States mail depository located on the curb and designed for deposit of mail from an automobile.
