The city council finds and declares that there are privately owned and maintained roads within the area of the city known as the Puente Hills Mall which are generally held open to the public for purposes of vehicular travel to serve commercial establishments at such shopping mall.

The provisions of the California Vehicle Code shall apply to the privately owned and maintained roads within the area of the city known as the Puente Hills Mall which are held open to the public for purposes of vehicular travel to serve commercial establishments at such shopping mall.

The city council finds and declares that there are privately. owned and maintained roads within the area of the city known as Puente Hills East which roads are generally held open to the public for purposes of vehicular travel to serve commercial establishments at such location.

The provisions of the California Vehicle Code shall apply to the privately owned and maintained roads within the area of the city known as Puente Hills East and more particularly described as Parcels 1 through 13, excluding Parcel 12, as per Parcel Map No. 100, recorded December 29, 1977 as Instrument No. 77-1439348 in Book 89 at pages 1 through 7 of the official parcel maps of the county of Los Angeles, which roads are held open to the public for purposes of vehicular travel to serve commercial establishments at such location.
