Any owner or interested person aggrieved, by an order of the Building Rehabilitation Appeals Board pursuant to the building code may, prior to the time required to commence the work ordered by such board, appeal the decision in writing to the city council. Upon the timely receipt of such an appeal, the order of the board shall be stayed and the matter shall be set for hearing before the city council and all interested parties may appear before the council to show cause why there should not be conformance with the order of the board. Upon such hearing the city council may approve, modify or cancel the board's order and such decision of the city council shall be final.
