The declared purposes of this chapter are to provide for the
preparation and carrying out of plans for the protection of persons
and property within the City in the event of an emergency; the direction
of the emergency organization; and the coordination of the other public
functions of this City with all other public agencies, corporations,
organizations, and affected private persons.
"Emergency"
means a condition of disaster or of extreme peril to the
safety of persons and property caused by such conditions as air pollution,
fire, flood, hazardous material incident, storm, epidemic, riot, drought,
sudden and severe energy shortage, plant or animal infestations or
disease, the Governor's warning of an earthquake or volcanic prediction,
or an earthquake or other conditions, other than conditions resulting
from a labor controversy.
The City Manager shall be the Director of Emergency Services.
The Director shall be in charge of emergency services.
The City Council shall appoint an Alternate Director of Emergency
Services who shall serve as the Acting Director of Emergency Services
in absence of the Director of Emergency Services.
The City of Blue Lake Emergency Operations Plan (EOP) identifies
the City's emergency planning, organization, policies, procedures,
and response to extraordinary emergency situations associated with
natural disasters, technological incidents, and national security
emergencies. The plan also addresses integration and coordination
with other governmental levels when required. The City Council hereby
adopts the Emergency Operations Plan. The City Council shall amend
the Plan from time to time with the goal of keeping the Plan current.
The Plan shall be amended by resolution of the City Council.
