The Crescent City planning commission is established, and shall
consist of five members.

The term of office of the members of the commission shall be
for four years.

The members of the commission shall be appointed by the mayor,
with the approval of the city council. Persons appointed to the planning
commission must be residents of the city.

Vacancies shall be filled by appointment for the unexpired portion
of the term.

Any appointee member of the commission may be removed as follows:
A. The
mayor, subject to approval by the city council, may remove any appointee.
B. An appointee
may be removed by a majority vote of the city council.
C. An appointee
who is absent from three or more consecutive meetings of the planning
commission shall be automatically dropped as a member of the commission
unless such absence is excused by reason of the illness of any such
member, or by reason of serious illness in the member's immediate
family, or if such absence is for good cause as found by a majority
of the remaining members of the planning commission. it shall be the
duty of the chairman of the planning commission to notify any such
member of his or her automatic removal from the commission.
D. An appointee
who changes his or her residency outside of the city limits of the
city shall be automatically dropped as a member of the commission.

The commission shall elect its chair and vice chair from among
the appointed members of the commission. The commission shall appoint
a secretary who need not be a member of the commission.

The planning commission shall perform the duties and shall have
all the rights, powers and privileges specified and provided for by
state law and by the city council acting through its resolution or
ordinance. In the performance of its functions, the commission and
its agents may enter upon any land to make examinations and surveys.
