The parks and recreation department of the city is created and
established.

The functions of the parks and recreation department are as
follows:
A.
To operate,
maintain and construct the city's parks and recreation facilities
and programs.
B.
Under
the direction of the city manager, to implement all council adopted
rules, regulations, and policies pertinent to parks and recreation.
