Persons using "blue curb" parking spaces shall comply with the regulations contained in the California Vehicle Code regarding disabled persons parking.
A. 
Blue curb parking spaces shall be operative twenty-four hours a day, Sunday and holidays included.
B. 
Parking zones for the physically handicapped are subject to any temporary parking prohibitions established by the city.

The city manager shall designate special "blue curb" parking spaces for the purpose of providing on-street parking for exclusive use by physically handicapped persons. The city manager is limited in designating only one such space per city block in the downtown business area. In order to exceed this limit, the city manager must receive the prior concurrence of the city council. For the purposes of this section, the downtown business area is defined as that area bordered on the North by Ninth Street, on the West by "G" Street, on the South by Front Street, and on the East by "M" Street.

The city manager shall designate parking stalls or space in publicly owned, leased, or controlled off-street parking facilities for exclusive use by physically handicapped persons.

The city declares that there are privately-owned and operated parking facilities which may reserve parking stalls for exclusive use by physically handicapped persons.

Blue curb spaces shall be indicated by blue paint on the curb edge of the paved portion of the street. For further information, the International Symbol of Access may be painted on the paved street parking space in white.

Designation of "blue curb" parking stalls in publicly financed off-street parking facilities shall be marked by painting the International Symbol of Access in white on the paved portion of the parking stall.

Designation of "blue curb" parking stalls in privately financed off-street parking facilities shall be marked by painting the International Symbol of Access in white or light blue on the paved portion of the parking stall.
NOTE: The person in lawful possession of the parking facility may then and only after first contacting the local police department, cause the issuance of a parking citation.
