A parcel map shall be filed with the city engineer and recorded for any subdivision for which a tentative and final map is not required by the Subdivision Map Act.

A. 
Parcel maps shall meet all the requirements of the Subdivision Map Act and shall show all dedications or offers of dedication thereon. Such dedications or offers of dedication shall be made by deed in addition to appearing on the map.
B. 
Parcel maps shall generally conform to the requirements set forth for final maps in Chapter 16.24 ; provided, however, a survey need not be performed when adequate data of record exists to prepare the parcel map.

A. 
After filing of a parcel map, it shall be brought before the planning commission at its next regular meeting, but not to exceed thirty days from the date of filing. The planning commission may approve, conditionally approve, or disapprove said map.
B. 
The planning commission may condition approval of a parcel map with any conditions that may be placed upon a subdivision of five or more parcels.
C. 
Within five days after approval of a parcel map and compliance with any conditions attached thereto, the city engineer shall record said map with the County Recorder.

Failure to file a parcel map with the County Recorder within ninety days from the approval or conditional approval of such map shall terminate all proceedings. Any subdivision of the same land shall require the filing of a new map.

The developer, upon application to the planning commission, may be exempted from the requirements of filing a parcel map upon a finding that the proposed division of land complies with state law and local ordinances as to area, improvements and designs, flood water drainage control, appropriate improved public roads, sanitary disposal facilities, water supply availability, environmental protection, and any other requirements of state law or local ordinance. In the event of waiver pursuant to this section, a tentative map shall be filed.
