In order to augment the California Environmental Quality Act of 1970 (Public Resources Code Section 21000 et seq.), and the Regulations of the California Resources Agency, Establishing Guidelines for Implementation of the California Environmental Quality Act of 1970 (Division 6, Title 14, California Administrative Code), the City of Mill Valley does adopt as local guidelines that certain document on file with the City Clerk entitled "City of Mill Valley Guidelines Adopted Pursuant to the Environmental Quality Act of 1970." Such guidelines may be amended from time to time by resolution of the City Council. Whenever the provisions of such local guidelines conflict with any other provisions of this code, or with any other regulations of the City of Mill Valley, the provisions of such local guidelines shall control. The City Council may, by resolution, adopt fees and charges for the processing of documents pursuant to the provisions of the Environmental Quality Act of 1970.
