No person, except the members of the Fire Department, or persons acting under the direction of the Fire Chief of the City of Mill Valley, shall open any fire hydrant or use water therefrom without first having obtained a permit to open such hydrant from the Fire Chief, and also without first having obtained a permit to use water from said hydrant from the Marin Municipal Water District.

Every person desiring to open any hydrant and to use the water therefrom shall make written application for such opening and use to the Fire Chief, and each application shall be accompanied by a fee in the sum of $6.50 for each hydrant to be used, which fee shall be in addition to any fees or charges made by Marin Municipal Water District for the use of water from such hydrants.
The Fire Chief may issue to such applicant a permit for each hydrant to be opened and used, said permit to be upon the following conditions. (Fee amended by Ord. 560 § 21, June 19, 1963; Ord. 1261 § 7, November 4, 2013)
The permit is accepted by the applicant subject to the guarantee by the applicant to pay to the City any damages to said fire hydrant which may arise by reason of such opening and use thereof by applicant.

Such permit shall not become effective until applicant has also obtained from Marin Municipal Water District a permit to install a meter upon said hydrant.
